Pre-proposal and full proposal reviews take place in the SARE Grant Management System.

Pre-proposal Process

At the pre-proposal stage, the full Administrative Council is assigned to review proposals in the SARE Grant Management System.

To begin the review process:

  • Log on to the SARE Grant Management System using your username and password.
  • Once logged in, under the header Proposal Reviewer Links find a link called “Manage my proposal reviews.” Click on this link.
  • The link will take you to a page labeled Manage Reviews. This page will show the Professional Development Program Grant header and a list of proposals associated with this grant that have been assigned to you for review. Take note of the deadline to complete the reviews. Each proposal is listed by proposal ID number and project title.
  • A red “X” next to an assigned proposal indicates the review is not yet complete.
  • Click on a proposal link. It will take you to a page that asks you if you have a conflict of interest. Mark “yes” or “no”. If “yes” you will be removed from the proposal and it will be reassigned to another reviewer. If “no”, the page will expand to General Instructions and each review criteria question.
  • To answer each question, click on “Edit Answer”. Any red “X” next to a review question indicates that the answer has not been completed. Each completed review question will default to a green checkmark, indicating that review question is complete. Once you have answered all review questions, the greyed out “Mark Complete” button will turn green. Make sure to click on this button to complete your review.
  • Follow these instructions for each proposal assigned to you to review until you have completed the review process for each proposal.

Once the review deadline for the full Administrative Council passes, the Project Review Committee is assigned as a final review team to read proposals in the online system.

To begin the process:

  • Log on to the SARE Grant Management System using your username and password.
  • Once you are logged in, under header Proposal Reviewer Links is “Assign final review scores”.  Click on this link and you’ll see a list of proposals.
  • Click on a proposal link. It will take you to a page that asks you if you have a conflict of interest. Mark “yes” or “no”. If “yes” you will be removed from the proposal and it will be reassigned to another reviewer.
  • If you do not have a Conflict of Interest, click on the proposal title, read the proposal, then scroll to the bottom and click on “Show Reviews”.  This will show you the comments of the Administrative Council. Focus on the highest scoring proposals.

Based on the scores of the Administrative Council and your own review of the proposal, determine which pre-proposals should move forward to be invited for a full proposal. You do not need to enter scores, but you may enter overall comments for each proposal.


Full Proposal Process

Full proposals are initially reviewed and scored by outside technical reviewers upon the closure of the full proposal grant deadline. Once the technical review process is complete, the Project Review Committee is assigned proposals to read in the SARE Grant Management System.

To begin the process:

  • Log on to the SARE Grant Management System using your username and password.
  • Once you are logged in, under header Proposal Reviewer Links is “Assign final review scores”.  Click on this link and you’ll see a list of proposals.
  • Click on a proposal link. It will take you to a page that asks you if you have a conflict of interest. Mark “yes” or “no”. If “yes” you will be removed from the proposal and it will be reassigned to another reviewer.
  • If you do not have a Conflict of Interest, click on the proposal title, read the proposal, then scroll to the bottom and click on “Show Reviews”.  This will show you the comments of the technical reviewers. Focus on the highest scoring proposals.
